Characters like the Master, (possibly) Davros, Sarah Jane, the Daleks, Cybermen, Macra, and the Sontaran were more well known and didn't have a one-time, story arch, appearance becuase they had a better, more flexible idea. More memorable and popular characters would be more likely to be shown onscreen, but it's a good idea.
